Faculty of Economics and Political Science at Nalut University: An Academic Presence in National Issues

The Faculty of Economics and Political Science at Nalut University has an academic presence in national issues.

As part of the university and college's social responsibility, and the role of academics in contributing to the national discussion on critical issues, Dr. Elyas Abubakr Al-Baroni, Dean of the Faculty of Economics and Political Science at Nalut University, participated on Wednesday, September 16, 2026, in the activities of the scientific seminar titled:

"The possible and available methods for voting on the draft constitution"

Which was organized in the city of Gharian by the Legitimacy Support Movement ("Constitution First") in collaboration with the University of Gharian. The seminar witnessed the attendance and participation of a member of the Supreme Council of State, several members of the Constituent Assembly for drafting the constitution, the President of the University of Gharian, along with a group of specialists in constitutional law, political systems, and those interested in public affairs.

And the following individuals participated in presenting the conference papers and speaking in its scientific sessions:

Prof. Dr. Elias Abubakr Al-Barouni (Professor of Political Science and International Relations).

Prof. Dr. Mohamed Bara (Professor of Law).

Dr. Magdy Al-Shabani (Professor of Law).

Dr. Elias Al-Barouni presented a scientific paper and a discussion titled:

"Why is the United Nations bypassing the referendum on the draft constitution?"

During this, he reviewed the legal and political dimensions related to the process of the draft constitution and the referendum on it, defining the position of popular will in building constitutional legitimacy, amid the complexities of the Libyan political scene and the multiple proposed pathways to address the crisis.

This participation comes as a confirmation that the university is not just a space for education and scientific research, but is an active partner in serving the community and contributing to addressing its national issues, by providing rich scientific opinions and promoting responsible dialogue to build the future of the Libyan state and its institutions on solid constitutional foundations.
