As part of the university's social responsibility and the role of academics in contributing to the national dialogue and discussing constitutional and political issues that affect the future of the Libyan state, Dr. Ilyas Abubakr Al-Barouni, Dean of the Faculty of Economics and Political Science at Nalut University, participated in the activities of the first conference for the coordination of the resumption of the royal constitutional path, which was held in the city of Misrata on Saturday, September 19, 2026.
The conference witnessed the participation of a select group of individuals interested in constitutional and political affairs, alongside several businessmen and national figures. Its sessions addressed a range of issues related to the future of the constitutional process in Libya and the importance of dialogue regarding the political and constitutional options presented in the national arena.
As part of the conference activities, Professor Dr. Ilyas Al-Barouni participated in the scientific dialogue with a presentation titled:
"Constitutional Legitimacy and Paths to Building the Libyan State: Between Popular Will and Political Stability"
In his intervention, he addressed several political and constitutional dimensions related to the legitimacy crisis in Libya, and the importance of placing the constitutional issue within the framework of a responsible national dialogue, based on the will of the people, and respecting the Libyans' right to determine the shape of their state and its political system, away from temporary solutions and settlements that do not rely on a solid constitutional foundation.
The participation emphasized the importance of the presence of academics in public discourse, considering the university as a space for knowledge, dialogue, and the production of ideas, as well as contributing to the understanding of national issues and presenting scientific visions that help build a stable state based on legitimacy and institutions.
